Box 550 Rocky Ford, Colorado 81067 Dear Tom: March 30, 1988 1'\r ~~ WRC File: 1664/1 As per our meeting on March 25, 1988, WRC Engineering, Inc. is pleased to submit this proposal for your consideration and approval to provide engineering services in connection with the permit requirements for Pueblo East Pit. We propose the scope of our services for the first phase of this work to include: 1. Conduct field investigations and field surveys aimed at assessing the field conditions related to the two Arroyos and Booth-Orchard ditch. Surveying data will be secured to enable us to determine the carrying capacity of the existing structures that will be impacted or have an impact on the mining project. As we agreed to, VALCO, Inc. will provide an individual who will aid the WRC staff with the surveying activities. 2. Conduct hydrologic analysis aimed at determining the 5-, 10-, 25-, and 100-year frequency peak flows for the two Arroyos using TR-55 (SCS). 3. Compute the capacity of Orchard-Booth ditch, and determine the frequency of flooding that it provides based on peak flows computed in item 2 above. 4. Prepare and submit a letter report, documenting the findings, and make recommendations to VALCO, Inc. Our engineering fees to complete the above listed tasks will be $1,350. We will proceed with the project as soon as we are in receipt of a signed copy of this letter proposal. We estimate the time required to complete these services to be approximately 2 to 3 weeks from the date of receipt of a signed copy of this proposal.
