Limited Impact (110(2)) <br />Permit application for the Smuggler Mine as required by the Colorado <br />Revised Statutes 1973, 34-32-101, et sec .and by the Mineral Rules and <br />Regulations of the Colorado Mined Land Reclamation Board. <br />The historic aspects of the mine are unique. It is included in the <br />National Register of Historical Sites and commercial tours of the mine have <br />been conducted along with maintenance mining activities at the site for over <br />12 years. The fundamental intent of this application is to allow for a minimal <br />increase in the level of mining activity. The tours will be continued as a <br />source of supplementary income. <br />When mining ceases, the Primary Reclamation Plan is to reclaim to a <br />Commercial Historic Attraction to allow the tours to continue indefinitely. As <br />required, however, if and when tourism is no longer a viable land use of the <br />site, a detailed Alternate Reclamation Plan has been prepared as a part of <br />this application. The Alternate Plan incorporates EPA concerns regarding the <br />regrading of the mine waste rock dumps. In addition, thE: Reclamation Cost <br />Estimate is based entirely on the worst case situation, i.e., the Alternate <br />Reclamation Plan, to ensure that the site will be reclaimed in accordance with <br />the requirements of the law. <br />We hope the application meets with your approval.
