The
required fee of $1,343 for the substitute water supply plan has been submitted.
The anticipated net stream depletion for this plan during the first year of operation is
14.08 acre-feet for up to 1.0 acres of water surface exposed after December 31, 1980.
According to the information submitted, no water surface was exposed within the reclamation
permit boundary prior to January 1, 1981.
You have provided monthly breakdowns of the consumptive use for twelve months of
operation at this site. During this period, the consumptive use is made up of 2.94 acre-feet of
evaporative loss, 22.09 acre-feet of water lost with mined product (750,000 tons), and 2.0 acre-
feet used for dust suppression. You have provided a lagged depletion analysis based on these
quantities that results in a net stream depletion of 14.08 acre-feet for the first twelve months of
operation.
The proposed source of replacement water for this pit is water discharged from the pit
during dewatering operations that is in excess of depletions occurring from mining tosses and
the lagged impacts of the dewatering operation itself. In the event that the lagged depletions
from pit dewatering and operational losses exceed the dewatering discharge from the pit,
supplementary water from Aggregate Industries' Combined South Platte River Plan will become
a dedicated water source. The monthly depletions and replacement requirements are found on
the attached table. The long-term replacement requirement will be satisfied through partial
dedication of a perpetual lease of 294.79 acre-feet per year of fully consumable water from the
City of Westminster (1998 Lease).
The water discharged from the pit during dewatering will be returned either directly to the
South Platte River or will be returned to the South Platter River through the Huett Ditch. The
Lupton Bottoms Ditch intercepts water from Dry Creek at a point approximately 1.9 miles
downstream of the location where the Huett Ditch discharges into Dry Creek. In the event that
water is discharged into the Huett Ditch, the water will be bypassed at the headgate of the
