Doc Date:1 211 112 0 01 III lilt III
• S r 4.14 BACKFILLING AND GRADING
4.14.1 GENERAL REQUIREMENTS
EFCI will backfill and grade all areas disturbed incident to underground
mining and loadout activities in accordance with the time schedule
presented and discussed in Section 2.05.4, Reclamation Plan. The
reclamation plan presents detailed descriptions of the specific
reclamation activities to be completed in order to restore disturbed areas
to productive post- mining uses.
4.14.2 GENERAL GRADING REQUIREMENTS
After removal of all mine structures and facilities and sealing of mine
openings are complete, mine disturbance areas will be backfilled and
regraded to meet several objectives;
o Cover any coal seams or demolition debris with a minimum of four
(4) feet of suitable material
o Eliminate highwalls
o Establish a post- mining configuration which complies with
regulatory requirements for long term stability and blends with
surrounding undisturbed and reclaimed areas
o Reestablish drainage patterns similar to those which existed in
the pre- mining environment
The post- mining topography developed by EFCI meets these objectives,
minimizing additional disturbance and maintaining minimal gradients
consistent with surrounding natural slopes. The post- mining topography
of both the mine and loadout areas is shown on Mine Area Post - Mining
Topography Map, (Map 28), and Loadout Area Post - Mining Topography Map,
(Map 29).
• 4.14.3 COVERING COAL AND ACID AND TOXIC FORMING MATERIALS
EFCI's backfilling and grading operations will effectively cover areas
disturbed incident to underground mining and loadout activities.
