<br />GENERAL CONCEPT
<br />THE PURPOSE OF TY.IS PROPOSED DEVELOPMENT IS THE EXTRACTION OF THE EXISTING COMMERCIAL GRAVEL DEPOSITS, REGRADING AND REVEGITA71ON AS RE-
<br />QUIRED BY STATE LAW, AND THE RESTORATION OF THE LAND TO A USEFUL PURPOSE BY CREATING A PRIVATE RECREATION AREA. THE PROPOSED LAKE AND
<br />ISLAND, WITH THE ADDITION OF TREE AND SHRUB PLANTINGS, WILL ADDITIONALLY CREATE A WILDLIFE REFUGE. BELOW RIGHT IS A KEY MAP SHOWING THE
<br />PROJECT LOCATION IN WESTERN ADAMS COUNTY.
<br />PRESENT CONDITIONS
<br />LAND USE
<br />THE PRIMARY PRESENT USE OF THE SUBJECT PROPERTY IS AS HEADQUARTERS FOR A CROP DUSTING BUSINESS. THERE ARE TWO EXISTING HOMES ON THE SITE
<br />AND SEVERAL OTHER BUILDINGS SUCH AS A HANGAR FOR THE CROP DUSTING AIRCRAFT, A SILO AND STORAGE SHEDS AND BUILDINGS. A LARDING STRIP EXISTS
<br />ON SITE. THE PROPERTY IS ABUTTED ON THE SOUTHEAST BY OLD ERIGHTON ROAD, TO THE EAST AND NORTH BY AGRICULTURAL LAND, TO THE SOUTH BY AG-
<br />RICULTURAL LAND AND A SMALL COMMERCIAL AREA AND A SMALL INDUSTRIAL AREA, AND TO THE WEST BY THE SOUTH PLATTE RIVER. THE GENERAL USES IN
<br />THE AREA ARE IRRIGATED FARMING, SCATTERED FARM HOMES, GRAVEL EXTRACTION OPERATIONS AND ROADSIDE SERVICE OPERATIONS. SHEET 3 ILLUSTRATES
<br />THE LOCATION OF THE SUBJECT PROPERTY ARD SHEET 4 IS A.CERTIFIED BOUNDARY SURVEY OF THE SITE.
<br />TOPOGRAPHY AND DRAINAGE
<br />THE GENERAL EXISTING TOPOGRAPHY IS GENTLY SLOPING TOWARD THE NORTHWEST IN THE DIRECTION OF THE SOUTH PLATTE RIVER. THE PROPERTY IS WITHIN
<br />THE DRAINAGE BASIN OF THE SOUTH PLATTE RIVER. SHEET 5 ILLUSTRATES THE EXISTING TOPOGRAPHY. THERE ARE SOME IRRIGATION LATERALS WHICH SERF
<br />THIS PROPERTY AND DO NOT APPEAR ON THE TOPOGRAPHY MAP. THESE LATERALS ARE ADDRESSED IN THE ACCOMPANYING WRITTEN REPORT.
<br />SOIL AND GEOLOGIC CONDITIONS
<br />THE SOIL IS PREDOMINANTLY LOAMY AKD WET ALLUVIAL LAND WHICH CAN CE FARMED IN CERTAIN CROPS UNDER PROPER MANAGEMENT. THESE SOILS TEND TO
<br />HAVE A HIGH WATER TABLE AND ARE SUBJECT TO FLOODING. THE PROPERTY, AS IS TYPICAL OF'SUCH LOAMY, ALLUVIAL LAND WITH GRAVELLY SUBSTRATUM,
<br />IS A GOOD SOURCE OF COMMERCIAL GRAVEL.

<br />THE SUBJECT PROPERTY IS BOUNDED ON THE WEST BY THE SOUTH PLATTE RIVER, TO THE EAST AND SOUTH BY FARMING AND COMMERCIAL - INDUSTRIAL ZONED
<br />LAND AND ON THE SOUTHEAST BY OLD BRIGHTON ROAD. SURROUNDING ROADS ARE PAVED WITH OLD BRIGHTON ROAD BEING THE MAIK CONNECTOR. HAUL ROAD.
<br />INTERNAL TO THE PROJECT-WILL BE GRAVELED AKD MAINTAINED PRIVATELY. HAULAGE TRAFFIC ON SITE WILL BE CONFINED TO THESE ROADS DURING THE
<br />MINING PROCESS. ADDITIONAL PROVISIONS WILL BE REQUIRED WHEN CROSSING LATERAL DITCHES SO AS NOT TO IMPEDE FLOW OF THOSE DITCHES. ACCESS
<br />WILL BE DIRECTLY ONTO CRIGHTON ROAD. THE TOTAL DAILY VEHICLE COUNT ON OLD BRIGHTON ROAD IS 200 PER DAY.

<br />THE FOLLOWING IS A BRIEF DESCRIPTION:
<br />I. EQUIPMENT DESCRIPTION - DUE TO THE NATURE OF THE EXTRACTION BEING THAT OF A WET PIT OPERATION, THE EQUIPMENT ANTICIPATED WILL BE THAT
<br />GENERALLY FOUND AT SIMILAR FACILITIES. IN GENERAL, THE FOLLOWING EQUIPMENT WILL BE EMPLOYED AT THE SUBJECT SITE:
<br />A. 1 BOO NORTHWEST DRAGLIKE (OR SIMILAR).
<br />B. I COKE OR JAW AND ROLL CRUSHER.
<br />C. 2 FOUR TO SIX YARD LOADERS.
<br />D. I TRACK CRAWLER (60,000 LES. CLASS) '
<br />E. 2 OR 3 GENERATOR POWER PLANTS
<br />F. OTHER TYPICAL MISCELLANEOUS EQUIPMENT SUCH AS A.FUELING TRUCK,.FOREMAK VEHICLE, CONSTRUCTION TRAILER, ETC.
<br />2. EMPLOYMENT PERSONKEL.AND SHIFTS - IT IS ANTICIPATED THAT NO MORE THAN 20 PERSONS WILL BE EMPLOYED FULL TIME ON THE PROJECT. TYPICAL
<br />.WORKING HOURS WILL BE A:NORMAL 6:00 A.M. TO 6:00 P.M. SHIFT, OPERATING SIX.DAYS A WEEK. IT IS ALSO ANTICIPATED THAT THE FACILITIES
<br />WILL CE OPERATING 12 MONTHS A YEAR.
<br />3. METHOD OF EXTRACTION - THE PROPOSED METHOD OF EXTRACTION IS THAT OF AWET PIT OPERATION. EACH OF THE FIVE PHASES WILL.BE ACCOMPLISHED
<br />IN A SIMILAR MARKER.
<br />4. ACCIDENT PREVENTION - PROPER PRECAUTIONS FOR ACCIDENT PREVENTION WILL BE EXERCISED AT ALL TIMES FOR THE PROTECTION OF ALL.PERSONS AND
<br />PROPERTY ACTIVELY AND PASSIVELY EMPLOYED IN, VISITING, AND IN THE VICINITY OF THE PROPOSED PROJECT. SAFETY PROVISIONS AND APPLICABLE
<br />LAWS AND CODES WILL BE OBSERVED AS PRESCRIBED BY THE MIKING ENFORCEMENT AND SAFETY ADMINISTRATION (MESA), COLORADO BUREAU OF MINES,
<br />DEPARTMENT OF TRANSPORTATION (DOT), AND THE ADAMS COUNTY DEPARTMENT OF HIGHWAYS. MACHINERY, EQUIPMENT AND ALL HAZARDS WILL eE GUARDED
<br />IN ACCORDANCE WITH THE SAFETY PROVISIONS OF THESE GOVERNING BODIES.
<br />5. SANITARY FACILITIES - ADEQUATE SANITARY FACILITIES WILL BE FURNISHED AND MAINTAINED FOR THE WORKERS. ENCLOSED TEMPORARY TOILETS WILL
<br />BE CONVENIENTLY PLACED AS REQUIRED. DRINKING WATER WILL BE PROVIDED FROM AN APPROVED SOURCE, PIPED OR TRANSPORTED TO KEEP IT FRESH AND
<br />SERVED IN A SINGLE SERVICE OR OTHER SATISFACTORY TYPE OF SANITARY CONTAINER.
<br />TRANSPORTATION - TRAFFIC

<br />BRIGHTON ROAD. IT IS ANTICIPATED THAT AMAJORITY, IF NOT ALL, OF HAULAGE TRAFFIC WILL PROCEED. EASTERLY (APPROXIMATELY 2,500 FEET) TO.HIGH-
<br />WAY U.S. 85. ADEQUATE ACCELERATION /DECELERATION LAKES CURRENTLY EXIST WHEN ENTERING OR EXITING THE HIGHWAY. It ADDITION, EXCELLENT SITE
<br />DISTANCE EXISTS, WITH TRAFFIC CONTROL LIGHTS.
<br />NOISE
<br />THE PRIMARY NOISE GENERATOR IN THE AREA IS U.S. 65 AND THE UNION PACIFIC RAILROAD, BOTH OF WHICH ARE LOCATED OVER HALF A MILE TO THE SOUTH -`
<br />EAST OF THE SUBJECT PROPERTY. NEITHER THE GRAVEL CRUSHING PROCESS NOR THE ADDITIONAL TRUCK TRAFFIC WILL HAVE A'SIGKIFICANT NOISE IMPACT.
<br />HISTORICAL�ARCHEOLOGICAL
<br />INVESTIGATIONS REVEAL NO KNOWN SITES OF HISTORIC OR ARCHEOLOGICAL SIGNIFICANCE. THE STATE OF COLORADO ARCHEOLOGICAL AND HISTORIC SITES 1
<br />INVENTORY , AS WELL AS THE NATIONAL HISTORIC REGISTER, DO NOT LIST THIS SITE;. THEREFORE. CONCERNS OF THIS NATURE ARE NOT APPLICABLE.
<br />WILDLIFE
<br />THE COLORADO DIVISION OF WILDLIFE DOES NOT IDENTIFY THE AREA IN WHICH THE SITE IS LOCATED AS HAVING ANY ENDANGERED OR UNIQUE SPECIES OF
<br />WILDLIFE. THE OBSERVED WILDLIFE ON THE SITE ARE SMALL COMMON RODENTS. AND SMALL COMMON RON -WATER FOWL BIRDS. LARGER ANIMALS SUCH AS DEER
<br />IN LIMITED NUMBERS EXIST ALONG THE SOUTH PLATTE RIVER AND SPECIES OF GEESE,AKD DUCKS FREQUENT THE RIVER, ESPECIALLY IN THE LAKE AREAS
<br />CREATED BY FORMER GRAVEL PITS. THE PROPOSED LAKE AND ISLAND WILL CREATE ADDITIONAL REFUGE FOR WILDLIFE.
<br />AIR QUALITY _
<br />THE PRESENT AIR QUALITY OF THE SITE IS GOOD, WITH THE EXCEPTION OF THOSE PERIODS WHEN PREVAILING WINDS FORCE THE POLLUTION FROM THE URBAN
<br />AREA NORTH ALONG THE SOUTH PLATTE RIVER VALLEY.
<br />VISUAL
<br />VISUALLY, THE SITE IS ATTRACTIVE, CONSISTING OF TWO RESIDENCES WITH OUTBUILDINGS, STORAGE BUILDINGS AND HANGAR. SOME LARGE TREES EXIST
<br />NEAR THE RESIDENTIAL PORTION OF THE SITE. THE REMAINDER OF THE PROPERTY IS FLAT AND OPEN. NO TRASH OR DEBRIS OR OTHER EYESORES EXIST
<br />ON THE PROPERTY.
