Perusal of the <br />map included in the application indicates an existing road <br />serving Goemmer property at a site immediately West and <br />adjacent to the Morgan pit gate; no setback requirements <br />are indicated. <br />Also, a lack of visibility on the steep hill <br />with novice pedestrian and automobile traffic quickly <br />represents another hazard at the gate site. <br />Steady and frequent use of heavy equipment on <br />this county road with its steep grade - a rise of 80+ feet <br />in altitude in quarter mile - will cause deterioration. <br />The road is currently surfaced with gravel. It has been <br />constructed over a ditch right of way. The application <br />map shows the pit location on the hillside above the ditch; <br />however, no plan regarding clearance of foreign matter and <br />obstructions from ditch below the pit nor protection of <br />the underground culvert were addressed. It is noted that <br />the application map indicates an asphalt surface from <br />Highway 12 through the gate into the pit. Who is respon- <br />sibile for maintenance and repair of County Road 420? <br />According to application, heavy use will continue after <br />gravel has been removed. There is no assurance from county <br />road and bridge regarding maintenance and repair, nor is <br />there an engineer survey.
