999 <br />• !/~ INTRODUCTION Doc Date:1211112001 <br />Energy Fuels Coal, Inc. (EFCI) operates the Southfield Mine, an existing <br />underground coal mine located approximately eight (8) miles south of <br />Florence, Colorado in Fremont County, as shown by Figure 1, General <br />Location. This revised and updated permit application reflects expansion <br />of the previously permitted area to allow future mining operations to <br />progress to the known minable limits of the Red Arrow and Jack O'Lantern <br />Coal Seams. This revision application also incorporates specific changes <br />in operational and monitoring plans and represents a comprehensive <br />consolidation, update, and reorganization of the permit information for <br />the Southfield Mine. The mining and reclamation plans presented in this <br />application are designed to affect compliance with the coal regulations <br />of the Colorado Mined Land Reclamation Board (Colorado Surface Coal Mining <br />Reclamation Act, 8/30/80 with revisions through 2/1/89) and all other <br />applicable State, Federal and local regulations, laws and codes. <br />BACKGROUND OF EFCI <br />EFCI is a small privately owned Colorado corporation with executive <br />offices in Denver, Colorado and an operations office located at the mine. <br />Engaged exclusively in mining coal by underground mining methods, the <br />company has no extensive land, water or other natural resource holdings. <br />All of EFCI's human and capital resources are devoted to its single coal <br />mining operation in Fremont County. <br />The general area where the Southfield Mine is located has been extensively <br />mined by both surface and underground mining methods since the late <br />1800's. In the immediate vicinity of the Southfield Mine most of the <br />mining involved underground room and pillar operations and occurred during <br />the period from 1935 to 1955 with limited operations in more recent years. <br />The Southfield Mine was previously developed and permitted as the <br />Dorchester No. 1 Mine by the Dorchester Coal Company (Dorchester). The <br />Dorchester Mine began operations in 1978 under the provisions of the 1976 <br />Colorado Mine Land Reclamation Act. Approximately 2.6 million tons of <br />coal were recovered by underground room and pillar operations between 1978 <br />and March 1985 when EFCI purchased and began operating the mine. <br />1 <br />
