<br />does not have the authority, directly or indirectly, to determine the matuter in which the
<br />relevant surface coal mining or reclamation operation is conducted. Landmark is a
<br />subsidiary of Randall and Blake, Inc., a Colorado Corporation, address and phone
<br />number the same as Landmark Reclamation, Inc.
<br />The application is a proprietorship. The agent for the proprietor is Jeff Waters at the
<br />above address. The proprietor has not operated a surface coal mining operation within
<br />five years preceding this application, nor held any previous coal mining permits, and has
