The project involves the mining of dredge spoils <br />deposited along the Swan River during the gold mining operations <br />in the early part of this century. <br />Based on a site inspection by Mr. Michael Claffey of this <br />office, we have determined that a Department of the Army permit <br />will not be required for this project provided there is not any <br />discharge of dredged or fill material below ordinary high water <br />of the Swan River, or excavation within the Swan River after <br />September 24, 1993. In addition, it appeared that wetlands were <br />not present within the proposed mining area; however, if wetlands <br />are present within the proposed mining area, a Department of the <br />Army permit would be required for the discharge of dredged or <br />fill material into those wetlands, or for the excavation of those <br />wetlands after September 24, 1993. <br />We recommend that Alpine Rock reclaim at least a portion of <br />the dredge tailings as wetlands when mining has been completed. <br />Wetlands created along the Swan River would help to maintain and <br />improve the water quality of the stream. Examination of typical <br />river corridors in the area reveal that the floodplain of the <br />Swan River was probably dominated by wetlands prior to the gold <br />
