LochhcaJ <br />E cecWivc Dveemr <br />nnchael B Long <br />n,.,.~n„ rn,.~, ~.,, <br />The Division has reviewed your Blair Mesa application and has the following adequacy <br />questions/comments. <br />1) On Page 6 - Exhibit E (2)(d) it is stated that 4-6 inches of topsoil will be removed and stockpiled <br />on Page 7- Exhibit E (2)(f)(v) it is stated that topsoil will be placed in one lift 3-6 inches deep. <br />Since 4-6 inches of topsoil is available, all available topsoil should be replaced. <br />2) Exhibit E (2)(d) discusses the placement of overburden in the pit. Map Exhibit F -Reclamation <br />Map shows a typical depth of overburden of seven (7) feet above the sandstone bedrock, but no <br />minimum depth of material over the bedrock is committed to. The Division requests that the <br />operator commit to a minimum depth of four (4) feet of overburden above the bedrock in all parts <br />of the reclaimed area. <br />3) The final reclamation plan shows all surface drainage directed to a Swale in the Floor of the pit. <br />Because of the alkaline nature of much of the material in this area, the Division recommends that <br />a positive drainage be established out of the pit. This would reduce [he possibility of the build <br />up of alkaline materials in the pit bottom and aid in the establishment of vegetation in this portion <br />of the pit.
