DEPARTMENT OF NATURAL RESOURCES ~ III'll'll'll""III
D Monle Pascoe Execu4ve DrteClor
MINED LAND RECLAMATION DIVISION
DAVID C: SHELTON Director ~ ;
Richard D Lamm
Governor
May 6, 1983
Mr. Charles R. Ponchak
Federal Resources Corporation
P.O. Box 1790
Ouray, Colorado 81427
RE: Camp Bird Mine
FILE: 82-90
Dear Mr. Ponchak:
Jiin Pendleton has reviewed the stability analysis pertaining to expansion
of the tailings pond embankments and has responded with several
recommendations. A copy of his memo is attached.
Items 1, 2, 4; and 5 are reiterations from your consultant's report.
Item number 3 was tentatively proposed and illustrated on your dewatering
system map submitted with your August 25, 1982 correspondence. Because
we feel it is important to control slopewash and possible seeps, this
item number 3, and items number 1, 2, 4, and 5 will thus become our
conditions for approval to continue the planned expansion of the tailings
area. All other ayreentents regarding this impoundment as outlined in the
permit application shall remain in effect.
Finally, regarding piezometer placement and their frequency as discussed
in item number 4, you should submit a simple map proposing such
locations. In light of the need to evaluate changes in the phreatic
level throughout the tailings embankment, it would appear best to try and
first determine the location of probable topoyraphic lows beneath the
pile and then locate pipes above in a linear fashion at the toe, midway,
and on crest of the embankment. Additional points should be added as the
expansion continue. A series of these on the southeast side of the
planned northeast extention, the southerly side adjacent to Canyon Creek,
and the southerly side adjacent to Sneffles Creek would probably provide
sufficient information.
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel.
