Long <br />Drvisinn Dueaor <br />On 2/15/01, I called Phil Hegeman, CDPHE-WQCD, (303) 692-3500, to discuss issues <br />specific to the Line Camp Pit application. Mr. Hegeman informed me that he was no <br />longer in permitting and forwarded me to Nate Moore, (303) 692-3555. Mr. Moore <br />indicated that he was in permitting but that he was not familiar with the Line Camp Pit <br />application. After discussing details of the proposed mining operation and its plan for pit <br />dewatering, Mr. Moore indicated that the operation would need a stormwater discharge <br />permit of the COG-500499 (or less than COG-500501) series, which cover not only <br />stormwater discharge, but also discharge of processing water and/or pit dewatering. Mr. <br />Moore continued that stormwater discharge permits numbered COG-500501 or greater <br />are issued for operations that will discharge stormwater only and not processing water <br />and/or pit dewatering. Mr. Moore queried the WQCD databdse for stormwater permit <br />applications under "Line Camp Pit" and "Four States Aggregates LLC", but found no <br />record of the application. <br />On 2/15/01, I called Dick Wolf, DWR, (303) 866-3581 ext. 241, and left a message on <br />his answering machine. On 2/16/01, I received a call from Keith VanderHurst, DWR, <br />returning my message to Mr. Wolf. We discussed some of the details of the Line Camp <br />Pit regarding exposure of groundwater and utilization of irrigation waters from the Home <br />Ditch. Mr. VanderHurst stated that the proposed operation would need a well permit for <br />evaporative loss of groundwater exposed by the excavation. Additionally, since the <br />proposed operation appeared to be located in an over-appropriated area, a substitute <br />water supply plan and/or an augmentation plan may be required for the operation. <br />
