Please address each of the
following items prior to the January 25, 1995 decision date for the
application.
1. Rule 6.2.1 of the Mineral Rules and Regulations requires that maps
submitted with the application "be prepared and signed by a
registered land surveyor, professional engineer, or other
qualified person". The maps provided have not been signed.
Please provide at least one set of maps signed by the preparer.
2. Rule 6.4.6, Exhibit F - Reclamation Plan Map, requires that the
map "show proposed topography of the area with contour lines of
sufficient detail to portray the direction and rate of slope of
all reclaimed lands". Please provide at least one topographic
Reclamation Plan Map.
3. The application proposes backfilling of Areas 1 and 2B with sand
spoils. Please clarify that all sand spoils used for backfilling
will be generated on site, and will not be imported from other
pits or construction sites unless a Certificate of Designation is
obtained from the Health Department.
4. The application lists three potential discharge points for water
pumped from within the pit enclosed by the proposed slurry wall.
It is implied that a CDPS discharge permit would only be required
at the South Platte River discharge point. It is the Division's
understanding the a CDPS permit would also be required for
discharges to the Bull Seep Ditch, and may be required for
discharges to the two small lakes owned by Cooley Gravel. Please
contact the Water Quality Control Division to clarify your
discharge permit requirements prior to dewatering the pit.
