Cattany <br />Division Director <br />Natural Resource Trustee <br />The Division has received the 16 August 2005 "Alluvial Valley Floor Determination" for <br />the Lower Wilson Creek azea from Walsh Environmental. The Division has the <br />following comments and recommendations that will need to be addressed in the <br />upcoming Permit Revision. <br />The Division believes that it is likely that Area 2 in the determination no longer <br />meets the AVF criteria as set forth in Rule 2.06.8. Amore detailed report, <br />demonstrating that Area 2 no longer meet the definition of an AVF, will need to <br />be submitted to the Division. This demonstration should include documentation <br />of the 1985 mass-wasting event, detailed information regarding the findings from <br />alluvial wells MW-95-03A and MW-95-03B, description of the areas soils, extent <br />of the area remaining after the mass-wasting (in regards to use for farming based <br />on regional practices) and pictures of the azea. <br />2. The Division also believes that it is likely that the proposed disturbance within <br />Area 3 can be approved. This is based on the fact that farming will not be <br />interrupted or precluded, the azea is currently undeveloped rangeland and <br />reclamation will restore the essential hydrologic functions. This information will <br />need to be addressed in the permit. <br />Map 10 will need to be updated to ensure it accurately reflects the current extent <br />of unconsolidated streamlaid deposits, as well as areas that were historically or <br />are presently flood irrigated, including points of diversion and associated <br />irrigation structures. Any current azeas of developed, subirrigated cropland or <br />pastureland should also be delineated. Mapping should be extended downstream <br />along Wilson Creek to its confluence with Milk Creek.
