Lawn
Govemo~
June 22, 1983
T0: 8ob Liddle \ \ (~~
FROM: Jim Pendleton \-~^"~-~
RE: Blue Ribbon 1 C any's February 10, 1983 Stipulation Response
Document - of Responses to Stipulations No. 1 and No. 3
Pursuant to your request, I have reviewed the document entitled "Blue kibbon
Coal Company's Stipulation Response Document, February 10, 1983".
Specifically, I have reviewed the responses to Stipulations No. 1 and No. 3,
placed upon approval of the Blue Ribbon Mine permanent proyram permit,
C-U47-81. I forward the following comments for your consideration.
Stipulation No. 1
The company's consultant, Rocky Mountain Geotechnical, Inc., has completed the
mapping of the haul road area. The consultant has determined that colluvium
in excess of 1U.5 feet in thickness exists between stations 6+00 and 10+UU.
In fact, two landslide features were observed adjoining the access road within
that segment.
Kenneth Meyers, P.E., President of Rocky Mountain Geotechnical, Inc., observed
that these landslide features appear to have proyressed upslope to their
expected maximum extent. Further, Mr. Meyers observes that he believes
attempts to treat these slopes would only worsen the existing conditions.
Ha viny examined the site, I concur with this opinion. It is my belief that
the operator's efforts should be concentrated upon affecting the best final
reclamation possible, in order to prevent worsening of the slope instaoility
conditions.
Stipulation No. 3
The company's consultant for Stipulation No. 3, also Rocky Mountain
Geotechnical, Inc., has completed a geotechnical stability analysis of the
proposed backfilling and grading reclamation alternatives. This analysis
conforms with the prudent state-of-the-art of slope stability analysis.
However, the analysis presents a selection of possible alternatives. The
operator will need to unambiguously state exactly which alternatives will be
implemented in each of the reclamation situations.
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
