Cottony
Division Director
Natural Resource Trustee
Thank you for you letter of April 30, 2005. In your letter you raise two issues, one concerning
your permit and the other concerning statements allegedly made by Mr. Jim Dillie. The issues
concerning your permit will be addressed separately.
In your letter you claim that Mr. Dillie made a comment that you interpreted to be an attempt to
extort compensation from you for a favorable inspection report. Please be aware that Mr. Dillie
no longer works for the Division; he has retired. Consequently, we will not be undertaking an
investigation of your claim.
Please note, however, that having been Mr. Dillie's supervisor for a number of years, your
allegations about him are contrary to my knowledge of his character. He was consistently rated
very high as a specialist and in his time here at the Division, there had never been any complaints
filed against him.
Respectfully,
H.
