Drain Cover Thickness on Roads <br />Used By Contractor's Haul Trucks" <br />(Permit No: M-80-244) <br />I have reviewed the revision application submitted by Cripple Creek & <br />Victor Gold on August 26, 1996. After receipt of this request to reduce <br />the thickness of the roads used by the Contractors haul trucks I visited <br />the site on Friday, August 30, 1996. During this visit I discussed my <br />concerns with John Hardaway. I toured the areas receiving the drain cover <br />.fill, Phase II, and the drain cover fill stockpile area. I expressed a <br />concern regarding rutting by the haul trucks to John. CC&VG has <br />subsequently submitted photographs of rutting, which they estimate at a <br />maximum of 1 inch. I have reviewed this submittal of September 5, 1996. <br />Allen Sorenson also reviewed the CC&VG submittal at your request. In his <br />memo of September 3, 1996, AI recommends that we require CC&VG to <br />analyze the dynamic or shear load implications of thinning the required <br />haul road thickness. <br />In March of 1996, CC&VG submitted an analogous application for thinning <br />the drain cover fill section of Phase II. As a portion of this application <br />Golder Associates completed a thorough dynamic and static analysis of <br />geomembrane loading due to equipment movements during material <br />placement. The concern focused on possibly disruptive quick pivot turns, <br />abrupt braking, or overloaded attempts to push material. During the <br />
