Due to the <br />extremely short time frame involved in getting the materials tested and then <br />disposed of without causing significant delays to our reclamation contractor <br />currently working on the site, I orioinally submitted the sampling purchase <br />order request as an Emergency P.O. However, based on our phone conversation <br />last week, I now understand that this type of work should be handled as a <br />"special circumstance" type purchase order. In the future, I will be sure to <br />contact the Division of Purchasing prior to initiating any tvpe of purchase <br />order request in order to ensure that proper procedures are followed at all <br />times. <br />I have obtained 3 additional itemized bids for the above referenced work from <br />laboratories located on the western slope (FAX copies attached). Each lab was <br />provided the same information regarding the work to be performed and the <br />required time frame for having the work completed. We now have a total of <br />four bids for the sampling and analysis work, as follows: <br />1. Swift Creek Consulting (This was the <br />original bid submitted with the <br />emergency P. O. request). <br />Vernal, Utah Total Bid= $2,795.00 <br />2. Technology Management Inc. <br />Grand Junction, CO Total Bid= $4,627.90 <br />3. ACZ, Inc. <br />Steamboat Springs, CO Total Bid= $13,319.00 <br />4. CDS Laboratories <br />Grand Junction, CO Total Bid= $15,550.00 <br />Based on a comparison of these bids, it appears that Swift Creek Consulting <br />will perform the work at the lowest cost to the State and within the required <br />time frame. <br />
