BANTA, Director <br />DATE: January 25, 1989 <br />•~ - T0: Jim Stevens <br />FROM: Candy Thompson V <br />RE: East side Coal Mine, C-84-063, Mine Status <br />The midterm review has been completed at this mine site, During this review, <br />a four foot of cover variance was issued to the mine site for the refuse <br />area. The permit expires on January 13, 1990. The notification date for <br />permit expiration is April 18, 1989. <br />Tne mine contact is Steven Self or Linda Limbach. Linda acts as the general <br />office manager, secretary, vegetation specialist, and hydrologist. The <br />records are kept in good shape at the mine office. <br />The mine is presently inactive, The parent company has shown interest in a <br />co-generation power plant located in the valley that would run off of the coal <br />from the mine. To date, I know of no formal permitting actions that have <br />occurred for this cogeneration plant. <br />The operator has been informed that the ditches surrounding the approved <br />refuse area were designed fora 10-year event instead of the required 100-year <br />event. The refuse area has not been constructed, therefore only the designs <br />need to be modified. <br />Tne operator has also discussed witn me the possibility of placing refuse at <br />the head of the Harvey Gulch just below the Grass Yalley reservoir. No formal <br />pursuit of this action has occurred to date. <br />The mine has no loadout and if truck transport is required, on site loading is <br />done with a front end loader. <br />No particular inspection problems are present on site. Previously, the <br />operator was samewhat sloppy with oil and grease.
