Under Section <br />39-33-105, C.R.S. (1984, as amended) DMG has "jurisdiction and <br />authority over all persons and property, public and private, <br />necessary to enforce the provisions of this article." <br />The "article" referred to above is article 33 of title 34 <br />of the Colorado Revised Statutes, which is the Colorado Surface <br />Coal Mining Reclamation Act (Act), Section 34-33-101 et seq., <br />C.R.S. (1989 as amended).
