Inc., submitted a
renewal of the substitute supply plan (SSP) on behalf of Lafarge West, Inc. for their East Rigden
sand and gravel pit in Larimer County. The renewal was approved by the State Engineer's Office
in a letter dated September 22, 2004. The East Rigden Pit is owned by Cottonwood Land and
farms, Ltd. (Flatiron), but is currently leased for mining by Lafazge. Flatiron provides water
rights for augmentation and Lafazge maintains the substitute supply plan.
It has come to my attention that the second paragraph of Richards' August 26a' Letter needs
clarification regazding the status of mining and reclamation activities at the East Rigden Pit. The
Purpose of this letter is to provide additional information regazding the status of mining and
reclamation activities at East Rigden. Therefore, for the record, please note that Lafazge has
completed their mining activities at the East Rigden sand and gravel pit and that any additional
mining will likely be done by Flatiron. Also, please note that with regazd to the "construction of a
clay reservoir liner", Flatiron initiated limited construction of a clay liner to determine its
feasibility ai this site; however, no decision has been made at this time regarding the construction
of a lined reservoir at the East Rigden pit.
If you have any question regarding this letter please do not hesitate to call me at (303) 499-
1441.
S~Y~/""~~"~)~~,
Bill McDowell,
Managing Partner
Cc: Erica Crosby Colorado DMG ~~~ ~ ~-~-
Richard Raines, Applegate Group
~vJ,flws
_~
