SHELTON, Director <br />DATE: September 11, 1985 <br />T0: Susan Mowry <br />FROM: Jim Pendleton <br />RE: West Elk Co omp 's Subsidence <br />Stipulati, S ttal (Permit C-80-007) <br />~II ~I~~I~~I~~~~~~I~ <br />sss <br />Pursuant to your request, I have reviewed the recent submittal made by <br />Anaconda Minerals on behalf of West Elk Coal Company (WECC), in reference to <br />stipulation No. 20, placed upon the original Mt. Gunnison No. 1 permit. <br />Stipulation No. 20 of the original permit refers, among other things, to <br />requirements for future subsidence evaluation updates to be submitted as <br />portions of future permit requests and subsidence-related landslide studies to <br />be performed above the townsite of Somerset, Colorado. <br />Since the original permit approval, WECC's frequent submission of permit <br />revision applications has necessitated redrafting of the original permit <br />documents. Anaconda Minerals may be unaware of the significant renumbering <br />and redrafting of the original permit stipulations. In the latest decision <br />document, produced for approval of the 1,630 acre permit revision application, <br />stipulation No. 21 addresses the topic of subsidence-related landslide <br />studies. It is important to note that the concern regarding possible <br />landslide rejuvenation related to areas adjoining Beaver Resevoir, as well as <br />the area specified in Section 17 above the townsite of Somerset. With this in <br />mind, and assuming the the amendment of Mt. Gunnison's permit to exclude <br />mining by WECC within the F Seam in Section 17 is accomplished, I recommend <br />the following revision to Stipulation No. 21. <br />STIPULATION N0. 21 <br />THE DIVISION DIRECTS WECC TO COMPLETE A DETAILED ANALYSIS OF THE POTENTIAL <br />EFFECTS UPON THE SLOPE STABILITY OF THE LANDSLIDE DEPOSITS ADJOINING BEAVER <br />RESEVOIR. WECC SHALL INSTALL AND MONITOR AN APPROPRIATE SET OF MONUMENTS ON <br />THE LANDSLIDE DEPOSITS, IN ORDER TO OBSERVE THE POTENTIAL DISPLACEMENT OF THE <br />LANDFORM. THE DETAILED ANALYSIS SHALL BE COMPLETED AND SUBMITTED TO THE <br />DIVISION FOR REVIEW, PRIOR TO REQUEST FOR APPROVAL TO EXTRACT COAL BENEATH THE <br />LANDSLIDE DEPOSITS ADJOINING BEAVER RESEVOIR. <br />In the recently amended findings for the 1,630 acre permit revision, <br />Stipulation No. 22 addresses the future revision of the Mt.
