Long <br />Division Director <br />At the August 25-26, 1993 Board Meeting, Dr. Corley requested to appear before <br />the Board to discuss a complaint concerning work occurring at the Pioneer <br />Canon IMP Project. At the meeting, the Board continued the item to the <br />October 20-21, 1993 meeting. <br />Dr. Corley's request to appear before the Board is apparently to address three <br />concerns, as outlined in his letters dated August 2, 1993 and August 26, 1993 <br />(copies enclosed). As I understand his letters, Dr Corley believes the <br />Division has permission to reclaim certain disturbances only in a certain <br />manner, and that failure by the Division to reclaim these disturbances in a <br />certain manner constitutes a "trespass" by the Division. I also understand <br />that Dr. Coriey believes that by using certain fill materials without his <br />prior permission, the Division was "mining without a permit". Finally, Dr. <br />Corley believes a discrepancy exists between certain documents in his <br />possession regarding the description of the Pioneer Canon Project, and similar <br />documents in the Division's possession. Apparently, because of this <br />discrepancy, Dr. Corley believes the Division has altered its copy to justify <br />an alleged mistake made during the project, and has stated that he believes <br />the Division has engaged in falsifying records. <br />I would like to meet on Friday, October 8, 1993 at 8:00 a.m. to discuss these <br />matters, and develop a plan on how to respond to these issues at the October <br />Board Meeting.
