~ III IIIIIIIIIIIIIIII <br />Road & Bridge Memo <br />Date: 4/15/98 <br />To: Jim Komatinsky, Development Dept. <br />From: Rick Ullorq Road & Bridge Supervisor <br />RE: Special Use Application 98-8, PC Management <br />~~~ i <br />Our review of the perrrtit expansion request by PC Management has brought forth some concerns. <br />There may be some issues we have not had adequate time to assess as we received this packet for <br />review on Monday, April ~. <br />Generally, we are concerned with the impact to CR 13. The upper section of the road is seasonal <br />usage wi[hout improvements. The applicant estimates 5 truck loads or ] 0 trips per day to the staging <br />azea. This location is not the same as we understand was approved in the original permit. As the <br />applicant notes on page 3 of their General Project Report, "the county road nartows and the toms <br />tighten just beyond the staging area, their lazge trucks had trouble negotiating the road to reach the <br />proposed staging azea". We agree with this assessment and aze concerned that the county may incur <br />an impact to the road causing an expense to the county for additional improvements and/or repair on <br />this section and beyond. This road is not designed for haul trucks. There is low visibility, narrow <br />width, and structural instability to the seasonal section of this road. Appropria[e signage would be <br />necessary. <br />We are confused by their estmates on quantity of rock to be removed based on the mining area <br />proposed of 125.5 acres. they have estimated rock reserves of 243,870 tons in two slide areas of 7.3 <br />acres. What are the reserves in the other 118.2 aces? At two semi-truck loads of rock per week, <br />only during the non-winter months and non-hunting seasons in the fall would require approximately <br />193 years to remove the rock from the staging area on CR 13. It seems more likely the truck traffic <br />impact would be much higher than two semi-track loads per week and dictated by the market. <br />=' A' <br />app ~ sea <br />~~ <br />RIO uf1:1,1:0 v0. With additional clarification from the applicant, we <br />could accurately estimate this within a few weeks. <br />
