i <br />_~ <br />A~cnn~tl D Lamm <br />Governor <br />September 26, 1983 <br />Mr. Dave Gourd in <br />Colorado Department of Health <br />Radiation Control llivision <br />4210 East 11th <br />Denver, Colorado 80220 <br />III IIIIII IIIIIIIIII <br />RE: Mine Fan Noise Control; Red Canyon Mine <br />File C-034-81 <br />Dear Mr. Gourd in: <br />As we discussed in our phone conversation yesterday, I nave enclosed a <br />copy of a citizen's concern regarding fan noise at Grand Mesa Coal <br />Company's Red Canyon Mine located near ~edaredge, Colorado. Mr. and Mrs. <br />Stein, the individuals involved, originally filed a complaint with our <br />office approximately two years ago. In response to the complaint, Grand <br />Mesa erected a cinder block wall and installed a silencer on the fan. <br />Our agency does not have the expertise to evaluate the noise control <br />measures the company has employed, nor the authority to dictate or <br />control specific noise levels. Based on our discussion, it would seem <br />that your Department has greater jurisdiction in regard to noise control <br />than ours. Since the Mined Land Reclamation Division, the Health <br />Department and the EPA were all sent copies of the letter from the <br />Stein's, it will be necessary to designate the appropriate ayency to <br />evaluate and respond to the concern. <br />For your information, I have attached the 1981 correspondence which <br />resulted in construction of the present noise control measures. For <br />additional information concerning the noise control measures, contact <br />Larry Reschke, Mining Engineer at the Red Canyon Mine or Bill Tate, who <br />is with Western Associated Coal, Grand Mesa's parent corporation in <br />Denver.
