The Division of Purchasing received only three <br />(3) bids for the reclamation project. The lowest bid came in at <br />$245,500 from Western Slope Flagstone, but was disqualified because <br />the bid was faxed to Purchasing. The second lowest bid was from <br />Miners Inc. at $296,854. The highest bid came in at $419,410 from <br />Beavers and Yenter & Sons. <br />Roughly 14 contractor attended the pre-bid meeting on October 19, <br />1993. I was surprised that we only received three (3) bids, so I <br />called several of the contractors to determine why they did not bid <br />on the project. The comments are as follows: <br />Harrison Western- They did not meet the qualifications as <br />specified by the phone call amendment. They did not have a <br />problem with the Railroad and the time frame was not an issue. <br />Beavers Construction- High bid at $419,410. The railroad <br />insurance was the main factor for the high bid. <br />Spazlone- There was a high liability with the railroad tracks <br />and it was more than they wanted to deal with. They felt that <br />the tracks needed to be closed for a week in order to clear <br />the tracks and dispose of the material in the borrow area. <br />The two (2) day limitation was not enough time. <br />CDI (Wayne Gomez)- Gomez did not have a bid ready because he <br />was too busy blasting the Dunes in Las Vegas (mighty <br />impressive). Did not have enough time to get a bid bond. <br />PCL- Railroad liability (100) was too high. The time frame <br />to bring down the silos was a problem. They recently shot <br />four (4) large silos in Puerto Rico without a problem. A <br />"hidden cost" is incorporated into the bids because of the <br />railroad tracks and the uncertainty. <br />
