RE: Hawk's Nest Mine Coal Silo Facility Reclamation Project

As you may already know, the bid opening date for the Hawk's Nest
Mine Coal Silo Reclamation project (RN-COAL-MINES-9) was on Monday
November 1, 1993. The Division of Purchasing received only three
(3) bids for the reclamation project. The lowest bid came in at
$245,500 from Western Slope Flagstone, but was disqualified because
the bid was faxed to Purchasing. The second lowest bid was from
Miners Inc. at $296,854. The highest bid came in at $419,410 from
Beavers and Yenter & Sons.
Roughly 14 contractor attended the pre-bid meeting on October 19,
1993. I was surprised that we only received three (3) bids, so I
called several of the contractors to determine why they did not bid
on the project. The comments are as follows:
Harrison Western- They did not meet the qualifications as
specified by the phone call amendment. They did not have a
problem with the Railroad and the time frame was not an issue.
Beavers Construction- High bid at $419,410. The railroad
insurance was the main factor for the high bid.
Spazlone- There was a high liability with the railroad tracks
and it was more than they wanted to deal with. They felt that
the tracks needed to be closed for a week in order to clear
the tracks and dispose of the material in the borrow area.
The two (2) day limitation was not enough time.
CDI (Wayne Gomez)- Gomez did not have a bid ready because he
was too busy blasting the Dunes in Las Vegas (mighty
impressive). Did not have enough time to get a bid bond.
PCL- Railroad liability (100) was too high. The time frame
to bring down the silos was a problem. They recently shot
four (4) large silos in Puerto Rico without a problem. A
"hidden cost" is incorporated into the bids because of the
railroad tracks and the uncertainty.
