Long, <br />Division Direttor <br />May 15, 1992 <br />Mr. John Eilts <br />Coal View Ranch <br />565 Sandrock Drive <br />Craig, CO 81625 <br />RE: Your Request to Accompany Division Inspectors on Inspections <br />of Meadows Mine~~(C-81-029) <br />Dear Mr. Eilts: <br />You recently requested that the Division contact you in advance of <br />its inspections of the Meadows Mine so that you might accompany <br />inspectors on the site. As the surface owner of a portion of the <br />permit area, you are certainly entitled to accompany the Division <br />inspectors while they are on site. However, there are limitations <br />as to the extent of notice that can be given of inspections. <br />Because the inspections are unannounced and because at least four <br />different employees are responsible for conducting inspections of <br />the Meadows Mine, it is difficult for the Division to notify you in <br />advance of each inspection. Our inspectors will attempt to contact <br />you when they are in the mine area for an inspection. I would <br />suggest that we arrange to review the inspection reports being <br />forwarded to you following each inspection some time during the <br />spring and/or fall of each year. That way, you could discuss items <br />of concern with the Division at the beginning and end of the summer <br />field season when all areas of the mine are accessible. Of course, <br />you can point out any other concerns which may arise at any time. <br />As you are aware, our inspectors are on restricted time schedules <br />while on the road each month and must complete inspections of <br />several other mine sites in the Steamboat and Craig areas in <br />addition to the Meadows Mine. Consequently, they can only allot a <br />given amount of time to the Meadows Mine during their monthly <br />trips. As their supervisor, I cannot allow each of them to <br />dedicate time to reviewing issues that the Division, the Board, and <br />or the court have resolved in the past. They need to complete <br />their inspections in a timely manner. If you have objections to <br />the outcome of past issues, you need to address them to Susan <br />Morrison or me at the Division. <br />
