RE; Permit No. M-1979-305, LP-21 Mine, Resumption of Mining:
Cotter Corporation plans to resume underground mining (development and
production) at the mine on the US Department of Energy lease block, C-LP-
21, in section 27, T47N, R17W, MNPN, Montrose County, Colorado. This
mining activity was not reported in the annual report for Permit No. M-
1979-305, dated February 18, 2005. However, changes since then in market
prices for the metals contained in the ore warrant reopening the mine.
Enclosed is a map, Exhibit C-2 Revised, which shows the areas of the new
activities.
Mining Plan: The cover material in the surface facilities area will be
removed and placed at the location of the original soil stockpile. The
backfilled portal will be dug out and ground support installed, as needed.
Cover material will be removed from a portion of the waste dump and
stockpiled. This will be done in stages, to minimize disturbance, as waste
rock storage is needed. It is anticipated that much of the waste rock
generated during mining can be gobbed in depleted underground stopes.
Structures for an office, storage, shop, compressor, and water will be placed
in a similar fashion to those removed during the reclamation that occurred in
2003. Electric lines that were removed in 2003 will be reinstalled to the
portal area and two vent holes. The two vent holes (#2 and #3) that will be
