The applicant has proposed the use of statistical comparisons of vegetation cover and production for establishing permanent reference areas. A similar comparison to that used to identify and establish permanent reference areas shall be used for measuring the success of revegetation (vegetation cover and production) for bond release. Vegetation diversity will be measured using the Shannon-Wiener index. Diversity component evaluations will also be used in the determina- tion of revegetation success. This information will be submitted to the regulatory authority by September 1, 1980." In response to Special Stipulation No. 9, the six vegetation types which will be disturbed by mining and the six corresponding reference areas were sampled to determine plant cover, plant production, and plant species diversity (See Tables 1 - 15 attached herewith). The vegetation data was statistically analyzed to verify that the reference areas are representative of the premine areas. A summary of the vegetation data is presented in Table 13 and a summary of the statistical analysis is pre- sented in Ta61e 14.
