Eeecuiive Der uc loi 999 <br />11IIN~:1) L,1ND RF.C;LA1~lA'I'IOV <br />723 Centennial Building, 1313 Sherman Stree[ <br />Denver, Colorado 80203 Tel. 1303) 8393567 <br />June 23, 1980 <br />TO: Marion Dodson <br />FROM: Jim Pendleton <br />RE: Western Slope ill Embankment and <br />Portal Stabilization Concerns <br />t <br />Following our visitation of the mine site Tuesday, June 17th, and a telephone <br />conversation with Dan Rinehart, Western Slope's consulting engineer, I " <br />forward the following comments for your consideration: <br />~~l) My concerns about the fill placed to expand the parking lot embankment <br />area focus upon the implication should a failure occur, resulting in the <br />~,displacement.of the down slope septic lagoon. Effluent could contaminate <br />the river. The fill is steep and evidencing minor cracking (which could be <br />shrink/swell or evidence of a rotational movement). It will be extremely <br />important for Western Slope Carbon to regrade the parking lot area in order <br />to assure good drainage of that portion of the embankment top. If water is <br />allowed to continue to pond in that area, a failure will be likely. <br />I indicated to Dan Rinehart that I would be willing to accept a stipulation <br />for submittal by him of the following materials: <br />a) A detailed regrading plan to assure elimination of ponding on the fill <br />area, and; <br />b) An engineering certification by him of the stability of the fill based <br />upon his examination of the embankment. I indicated that these materials <br />would have to be submitted by the end of August, 1980., <br />He indicated, in addition that the company desires to enlarge the septic <br />lagoon. He asked if I had any suggestion reyardiftg its location. I declined <br />to make a recommendation, but cautioned him of the Health Department ramifications <br />of the septic I.~goon/creek cross scope relationship. <br />2) Dan also inquired about the portal area concerns, as referenced in your <br />letter to Al Amundson, dated June 11, 1980. Mr.Rinehart indicated that the <br />company intends to build a short (4 to 5 foot high) toe retaining wall which <br />will allow reduction of the portal slope in order to accomodate vegetative <br />stabilization.
