Shuey: <br />JUL 2 5 1994 <br />(~:1".510.. 0' i`. ilf uii d'S ~ UE0:00 )' <br />JUL 2 11994 <br />Stevens Gulch Stock Trail realignment project (T. 13 S., R. 92 w., Sec. 23) <br />was completed on May 5, 1994. In early Hay, the Bureau received a copy of <br />your Hay 13th field inspection report for Cyprus Orchard Valley Hine, which <br />noted the stock trail construction activity. <br />Our Reality Specialist had the opportunity to observe the stock trail area <br />again last week. The dry summer weather had diminished the revegetation <br />success, and the new construction is still highly visible. <br />The stock trail ie on BLH surface, and ie completely independent of Cyprus <br />Orchard Valley Coal Corporation's mining activity, however the trail is in <br />close proximity to the West Portal and indirectly includes the OVWH fill. The <br />OVWM fill is positioned between the historic, abandoned roadbed and the base <br />of the stock trail that provides access around the mine portal. <br />BLM would like to clarify with the Divison that the maintenance of the stock <br />trail ie the responsibility of the grazing allotment permittee. The fill may <br />be traneversed by the permittee during spring and fall cattle drives, through <br />agreement with DML and Cyprus; the fill elope ie not included in the <br />permitee'e maintenance responsibility to BLM. <br />Aa you realized, stock may be driven across the fill area in the spring or <br />fall, and may number as many as 200 head. The permittee plane to use an all- <br />terrain vehicle to monitor the allotment, and to assist with the trailing of <br />cattle ae well. <br />Through conversation with N.W. Grosse-Rhode, I am confident he is aware that <br />the integrity of vegetation and voile along the fill are the reeponeibil ity of <br />Cyprus Orchard Valley Mine and recognizes the importance of minimal impact to <br />mine project area.
