SHELTON, Dlreetor <br />DATE: March 17, 1987 <br />T0: Fred Banta <br />FROM: Mike Savage ~~ <br />RE: STATUS OF KAISER'S CHIMNEY ROCK MINE (C-81-023) <br />I have reviewed Chimney Rock's permit file and recent inspection reports and <br />have interviewed the team to determine existing concerns and ongoing <br />maintenance requirements for the Chimney Rock Mine. <br />Status <br />The mine is currently in temporary cessation. This cessation began <br />September 30, 1985 and was attributed to the exhaustion of coal reserves at <br />the site and denial of adjoining federal coal leases. <br />The mine has affected 109.6 acres during its life of which 61.7 acres have <br />been reclaimed and 49.9 acres remain to be reclaimed. The areas remaining to <br />be reclaimed include the last two cuts of the pit in the Revision No. 1 area, <br />the facilities area (including the pad and haul road within the Stollsteimer <br />Creek AVF), the haul road on the north side of Stollsteimer Creek, diversion <br />ditches and sediment ponds, and all buildings. <br />On-Going Maintenance (Permit and On-the-Ground) <br />Permit Maintenance <br />The mid-term review for the mine was forwarded to the operator on February 18, <br />1986. A question regarding the adequacy of the reclamation bond was raised <br />during the review. Additionally, questions regarding the actual on-the-ground <br />disturbance as related to the approved post-mining topography and mass balance <br />were posed. <br />Chimney Rock has partially responded to these issues, though the bond amount <br />and mass balance calculations were never completed (see below). <br />On-the-Ground Maintenance <br />Several on-the-ground concerns need to be attended to on a regular basis at <br />this site. <br />Rills and gullies on the reclaimed surface at the former East Pit require <br />maintenance yearly.
