ASARCO is under a CERCLA cleanup order which requires soil removal and replacement <br />During Adams County's review of the ASARCO soils remediation plan, it was noted that replacement <br />soils were to be purchased from the Mobile Pre-Mix Howe/Haller Pit in Adams County. <br />The mining permit for the Howe/HaUer Pit, Conditional Use Permit Case Number 12-90-C, states that this <br />pit will mine sand and gravel. The soils required Cor the ASARCO soils remediation call for a wmponent <br />of organic material to support the growth of vegetation. This soil would not be sand or gravel, but would <br />be the topsoil that is required for the reclamation of the Howe/Haller PiL <br />Adams County does understand the possibility that a gravel mine could have an excess of topsoil over that <br />which would be required far the reclamation plan. >f that is the case, a commercial use of the excess <br />topsoil would not be objected to by the County.
