Representatives <br />Dear Mrs. Fraser: <br />The following is a summary of significant points of understanding reached <br />during the meeting between the Division and yourself and Wayne Tatman of COM, <br />Inc. concerning the Cash (Gold Hill) Mill, Permit No. M-83-141 on <br />April 13, 1992. <br />The co-permittees, COM, Inc. and Gold Hill Ventures must either; (1> Comply <br />with the terms of the permit or (2) jointly agree to modify the permit to run <br />the mill in a different way which includes processing of ore owned by COM, Inc. <br />The Division is interested in bringing the site into compliance with State <br />Law, not in finding violations and assessing penalties. <br />There are two types of permits regarding milling operations in Colorado: (1) <br />An operator of a Custom mill, which processes ores from many sources, over a <br />large geographic area is required to obtain a Certificate of Designation <br />through the County and the Colorado Department of Health. (2) An operator of <br />a captive mill, which processes ore from a particular mine or mines in a <br />district, must obtain a permit from the Colorado Mined Land Reclamation <br />Division as well as a Special Use Permit from the County. <br />In the case of a captive mill, the Division would make sure the same permittee <br />has permits for the mine and the mill. The permittee may have the mine and <br />mill under separate permits or the same permit. <br />COM, Inc. and Gold Hill Ventures can amend the current permit, M-83-141, to <br />include the Bueno mine or get a separate permit for each mine that feeds the <br />mill. <br />The Division would consider splitting the current permit, M-83-141, only if <br />Mr. Steen and Gold Hill Ventures signs off on the amendment request along with <br />
