Survev Method Rationale. As stated in our letter of September 12, 1996, survey methods have become fairly standardized as a reliable field investigation procedure to determine the radioactive materials content or activity in rocks or soil. While there aze general pazameters for the surveys, all of the survey methods recognize the need to tailor each method to site specific pazameters. Our September 12 letter included three documents describing survey approaches. The three surveys cross a wide range of situations, ranging from a method utilized for mine sites to a method used for surveys designed for use at uranium processing facilities. For the Sunday properties, EFN chose to use the method that is designed for mining properties. Our chosen method is utilized by the Wyoming Department of linvironmental Quality, Land Quality Division ("WDEQ/LQD"). See WDEO/LOD Guideline No. 3, Radiolo¢ical Survev. Data from this survey method aze used to establish premising radiological baseline as well as to assist in establishing reclamation goals.
