Olson and I thank you for the effort and time <br />spent with us inspecting the H-G Coal Company Loadout loop <br />and rail spur. Your suggestions are appreciated. <br />In accord with your telephone request of July 18, we <br />have prepared our understanding of the agreement reached. <br />Our execution of the reclamation plan previously filed <br />with the State meets with your approval. Procedures already <br />accomplished for removing and storing topsoil, scarifying <br />subsoil, contouring, and applying topsoil was approved. Our <br />projected plan for seeding and mulching disturbed areas is <br />satisfactory. <br />Also approved was our request of June 22, 1978, that <br />the Otis and northwest rail loop cuts be permitted to stand <br />without topsoil application due to soil chemistry and <br />geologic problems encountered during construction. These <br />cuts, although not topsoiled, will be broadcast seeded with <br />the same mixture and amount of salt tolerant grasses and <br />legumes listed in our original permit application. In <br />addition, if available, one to two pounds per acre of alkali <br />sacaton, a native salt tolerant grass, will be included. ~ <br />
