Facilities have not been <br />constructed and topsoil and overburden removal activities <br />have not been initiated, therefore reclamation of surface <br />disturbances are not required. <br />This request is the result of a change in the mining plan at <br />the Seneca II Mine as discussed with you and members of your <br />staff on January 27, 1988. As soon as the final decision <br />regarding the use of a single dragline at the Seneca Mine is <br />made, I will provide you with an anticipated date for <br />resumption of operations at Seneca II-W and a modified <br />mining plan, if appropriate. <br />Environmental monitoring activities will continue as <br />specified in Permit C-82-057. Changes will not be made in <br />the monitoring program unless the proper consultation with <br />your agency has been undertaken.
