Specifically: <br />"What was the source of the funds?" The source of funds for Colorado's Inactive Mine <br />Reclamation Program is fees paid by current coal mine operations. These fees are placed <br />in a trust fund by the federal Office of Surface Mining and distributed to eligible state and <br />Tribal programs through grants. <br />"Were these funds a specific Title?" Yes, these funds are addressed in Title IV (30 U.S.C. <br />1231, et sea.) of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). <br />"Are there any restrictions for the use of these funds?"
