(EFCI) presents its plans to address the North <br />Dewatering Well issue in response to above referenced Stipulation No. 20. Based on thorough <br />study of available options to address alleged water rights issues, EFCI proposes to commit to <br />a closed-loop return of mine dewatering flows to underground workings, eliminating <br />evaporative losses and providing for direct recharge to the groundwater system. This <br />alternative was allowed by Stipulation 20 under a January 31, 1994 response deadline. EFCI <br />requests approval by the Division to exercise this altemative within the timeframe necessary <br />for approval of the Permit Renewal. <br />EFCI commits to a closed-loop return of mine dewatering flows under a plan consisting of the <br />following elements. <br />EFCI will pump all mine water to the lower (west) end of the Southfield Mine <br />allowing the lower end of the mine to fill as pumping occurs. <br />2. EFCI intends to cap and abandon the North Dewatering Well as soon as <br />possible. In order to be able to do so, EFCI is submitting plans for approval by <br />MSHA to re-enter the abandoned 1 North sump azea for the purpose of <br />installing water collection and pumping facilities. Pending MSHA approvals, <br />EFCI will pipe all North Well diversions directly back into the mine along with <br />any other waters diverted in the mine itself. <br />
