Lamm <br />Governor <br />DATE: May 30, 1985 <br />T0: Susan Mowry <br />FROM: Jim Pendleton <br />RE: Blue Ribbon Coal"Com y's Response to Stipulation No. 2, Mine Bench <br />Permit Revysion, rmit C-047-81 <br />I have completed a review of the submittal made by Blue Ribbon Coal Company, <br />in accordance with Stipulation No. 2 placed on approval of its mine bench <br />revision. <br />The quantity, location and standard construction detailed for the eight survey <br />monuments and three piezometers are all acceptable. The operator proposes, <br />however, that the survey monuments be monitored for movement "quarterly for <br />the first year and annually in June for the next two years". Due to the <br />history of stability problems at the mine bench and the fact that the bench is <br />now a permanent underground development waste disposal structure, this <br />proposal is not sufficient. I recommend that we require the operator to <br />monitor the bench quarterly for a minimum of three years. At that time, if <br />insignificant movement has occurred, in the opinion of the Division, <br />suspension of monitoring may be requested. The operator shall continue <br />quarterly monitoring until cessation has been approved, in writing, by the <br />Division. <br />The proposed frequency of water level and water quality monitoring is <br />acceptable. However, the operator proposes to cease water level monitoring <br />after three years and makes no statement regarding water quality testing <br />duration. In both cases, as above, monitoring shall continue until cessation <br />has been approved, in writing, by the Division. <br />Finally, in the cases of survey monitoring and water level monitoring, no <br />statement is made regarding submission of the monitoring results. In each <br />case, the results shall be submitted within two weeks following completion of <br />the periodic monitoring. <br />With the imposition of these conditions, the bench monitoring plan proposed by <br />Blue Ribbon Coal Company would be acceptable. <br />/ph <br />cc: Bob Liddle <br />Doc.
