C-81-022 <br />In response to your request, I have prepared an outline of what I consider to <br />he serious problems associated with reclamation activities at the Somerset <br />Mine. A preliminary meeting was held nn February 27, 1987 between <br />representatives of U.S. Steel Mining Corporation (the permittee) and Fred <br />Banta and Tom Schreiner of the Division to discuss reclamation liability, <br />given the deteriorating financial state of Kaiser Coal Corporation (the mine <br />owner and operator). <br />During our February 27, 1987 meeting I identified 3 main areas of concern. <br />These items are as follows: <br />Bond increase of E575,000 to 1.5-1.7 million. Where will the <br />additional money come from? <br />2. Should permanent reclamation work begin in 1987 or in 1989? <br />3. Reclamation Plan - The current reclamation plan for the entire mine <br />has many deficiencies not accounted for during permit issuance. <br />These must be resolved prior to any reclamation activities at the <br />mine site and will help us to accurately assess bonding issues. <br />My outline explains these 3 problem areas in detail. <br />423 Centennial Building, 1313 Sherman Street Denier, Colorado 80203-2273 Tel.
