US Armv Corns of Engineers. 970/243-I 199x12 <br />Summary and Resolution of Interaction: Mr. Mezei recounted for me the substance of a recent conversation <br />he had with Marilyn Boynton, who represented Citizens for Accountability and Responsibility as objectors to the <br />Line Camp Pit application. He had explained to Ms. Boynton that the 1978 Corps study of the Dolores River <br />floodplain was completed under contract to the Federal Emergency Management Agency at a time when the <br />federal flood insurance program was scrambling to define 100-year floodplains throughout the U.S. The studies <br />completed during this time period are considered inferior to the studies being conducted now. In a modem study, <br />more detailed river cross sections would be input to the analysis and the cross sectioning would be at a higher <br />frequency. The statistical analysis to determine the 100-yeaz flows would be more sophisticated and obviously <br />there would be more flow data to input. If a new study was completed, it could be expected that there might be <br />some modification to the Flood Insurance Rate Maps (FIRM). Mr. Mezei emphasized that the 1978 study of the <br />Dolores River is not "flawed," and that the 1978 study and the published FIRM are the best tools currently <br />available for making floodplain decisions along the Dolores River through the Line Camp.
