Tipton and yvu would have tfiis,
stmunary and explanatign of the recem history of our cumulative Cffatts to comply with the DMG request you received in
May/Tune of 2004, (2) so that we all had s summary of cur ongoing efforts m complete the above referenced smrvey assignment,
and (3) as an explanation and summary of our most recent meetings and c~ctusions of the momem_
Initial conversations between Snowstorm (SSG} and Tetra Tech (T'1T began in Iune of last year. 1 believe that the initial 7T
proposal was issued to SSG un dune 22, 2004, and otter further dieetusions there was finally a signed agreement fOr the survey
services executed by both parties on Itrly 14, 2004. Initially TT estimated that the job could be fmished in about a month.
However, as we got into the actuel surveying of the outer boundaries we ran into sane unexpected challenges that slowed
down our progress. During [he period of July m August we were inconstant conversations with members of your staff on 'site,
discussing questions that we had, and answering questions that you had, mostly about how much longer would it take umil we
mould get the survey finished Aroand the end of Arr`~nrst 2004, TT was able la prod'ace a preliminary boundary survey far your
review and use. and supplied you with several copies of this prelimIDazy p1at..This preliminary plat only showed rlie exterior
boundary oftha property.
In September, you and l discussed your need for us to get the Permitted Disturbed azen surveyed and corked as soon as lxrsslble.
In order fb acalmplish this particular task TT bad to tee supplied copies of the DMG documents that defaced this partiwlaz
area, in order for us to be:~ rwr work at staking it out. Your Staff was able [o supply us with a copy of a CD that contained all
of the PDP files from DMG an the SSG minrog permit WLile we wise still in the process of looking up the description of the
Permitted Disturbed area, you called me m discuss wbere we were in this process and how we plarmed on going about
achieving this objective in the most efficient manner. After speeding quite sometime tssearcltiog the DMG CD we were
cventnally able m detenniae that there did not apptxr m be gay real mrnes and bounds (or sigbtingt and distances) nvailable to
desrnlre this Permitted Disturbed area.. Tate only information that we were able to find moos an old plat dated October 1948 , on
which the Permitted Distubed area was outlined Other rhea ibis `picta'ia[" represonm[ion we had no firm points to work
from in daermin4ng where this Permitted Disturbed area was actually located At that t®e in fate September, you and I talked
on the phone about this situation t explained this situation to you area we discussed various ways that TT might proceed in
determining the boaadaries for this area. At that time I [old you that I would attempt to extrapolate the "pictoriar' preservation
m the plaz and see if we coald get this m give us enough defined points to work fivm. At that time we also diltcussed Me
po5,wbiliry of using CPS technology to assist us Sa speeding up thls process.
In early October you traveled to the SSG site. You and I talltad during that period while~ou ware attempting to walk the outer
property boundary and review the preiimutary plat Yha2 7T had produced. On Octcber 5 ,one of the 7T sun~ey crews that had
been working on [his job met with you and wore of yore people on ate SSG site to review uima of the comer Wakes that had
been dislodged by dirt Frikers P/o were able to help you at that rtes, and subsequcnriy rettmted to the site and re-slaked the
area where the bikers had removed the sta}:.e5.
In Octottaz and November TT atacmpted m work on these items bm was de]ayed and fivstrared by Other assignments, inclement
weather, and the ongoing problom of conveAinm the "pictorial" preser+tatfoa into another formal kltat we could work !'tom m
complete ow assignment i know that 1 spoke with members of your stabs number of rimes during this period keeping them
updated on where we were in the process.
