Recently, I updated the specialist copy as per Karl Koehler's instructions and also
sent him an adequacy letter on those areas of instructions where I had a problem,
discrepancy, or question. One of those areas was the beginning of section 776, which is
attached. Karl's instructions basically dropped these pages from the permit. As these pages
deal with development drill sites in the permit area and are disturbed areas by definition,
I don't think these pages can be dropped without a more formal process, such as bond
release. I will leave the final resolution up to you.
Also, along those same lines, we talked sometime ago about how small, outlying disturbed
sites should be handled with regard to sampling and reference areas vs. standards. It was
my understanding that the VTF folks were going to discuss that and come to some
consensus on how these areas should be handled. Have those discussions resulted in any
progress on this issue? If not, maybe this could be a topic for discussion at a coal staff
meeting. In the near future, Golden Eagle will be asking questions about this issue, so it
would assist me if we can figure this one out in the next 6 months. Thanks.
