Compliance Section of CDMG's Coal <br />Itvspection Report dated December 26, 2000. Regazding the Mine ID sign beutg out of <br />date and requiring the correct address, phone number and point of contact being listed, as <br />previously reported to you, negotiations have been underway regarding the take-over of <br />reclamation of the mine by Four Corners Materials, Inc.(the current gravel operator on <br />the property.) Those negotiations have been hindered by the consideration of a secondary <br />access road being built to Oakridge Energy, Inc. lands for use by the gravel company and <br />for future real estate development use. Admittedly, negotiations have taken some time. <br />Design and cost of the proposed road aze issues that required addressing prior to an <br />agreement being reached. Although an agreement has not been formalized, l think it is <br />appropriate to state that Four Comers Materials, Inc. will upon completion of the <br />formalised agreement (which is being dra$ed) be the responsible party for reclamation of <br />the coal mine. Pursuant to signing of the written agreement Four Corners should assume <br />bonding and reclamation liability. <br />1'he purpose of this letter is to ask you to work with us by giving us time to complete this <br />expected transition. Vic Boren of Four Comers Materials indicated yesterday that he will <br />be contacting you in the very near future for clazilication of needed compliance actions, <br />especially the main Carbon Junction diversion ditch that needs immediate attention per <br />your inspection report. <br />We wortld appreciate any assistance you can provide during the conclusion of these <br />matters. <br />Very trduly yours, <br />~~ <br />'S`andra P~Utsky <br />
