Lang <br /> Division Director <br />Re: Foidel Creek Mire, C-82-056, Midterm Review <br />Deaz Mr. Mills: <br />As required by Rule 2.08.3, the Division performs a review of existing mine permits during the permit <br />term. The Division has reviewed Twentymile Coal Company's Foidel Creek Mine, Permit No. C-82- <br />056, for compliance with the Act and Regulations. <br />Several items have been identified to clarify the permit text or resolve items that are not in agreement <br />with the regulations. A midterm findings document is enclosed. <br />The Division has recently completed updating the hourly equipment costs in the CIRCES sofrware. Due <br />to significant increases in interest rates and fuel prices over the last year, plus a substantial increase in <br />equipment operator labor rates over the last 5 yeazs (rates not updated since 1995), the total hourly cost <br />of owning and operating construction equipment has increased by approximately 13.8%. The actual <br />percent increase varies depending on the type and size of equipment used.
