Fenwick: <br />I have enclosed a copy of the opinion of the U.S. Fish and Wildlife <br />Service (FWS) Regional Director which responds to your letter dated March <br />18, 1985, regarding compliance with Special Condition No. 1 of Federal <br />Permit CO-0071. As stated in the attached memorandum, the U.S. Fish and <br />Wildlife Service needs a letter of commitment from you before they can <br />complete [he Section 7 process (Endangered species consultation process) <br />which is necessary for the Office of Surface !fining to consider Special <br />Condition No. 1 as satisfied. An example of the type of letter of <br />commitment needed by FWS is attached. <br />For the purpose of complying with the time frame specified in Special <br />Condition No._1, you must submit your letter of commitment to Mr. Galen <br />L.
