•
The Corley Company
Phone 6325050 P O. Box 1821
Oct. 6, 1992
COLORADO SPRINGS, COLORADO 80901
•-III IIIIIIIIIIIIIIII
RECEIVED
NOV 3 199
Mr. Hugh H. Baillie
President, Harrison 4:estern Corp. DIVISION OF
4S60 Robb St., Suite 101 MINERALS 8 GEOLOGY
kheat Ridge, CO 80033
Dear ?".r. Baillie:
After repeated requests fron 1`r. i?illiams and Mr. Bozarth for an
alternate plan for the diversion of the storm water, we have had Survey
~, Design Company prepare a topo map of the ldestpit area and propose an
alignment for the diversion.
There are two watersheds to be considered: the large 300 acre
undisturbed area and the small approximately 1C acre disturbed area.
lour work in June, 1992, attempted tc divert the •.~ater from the 300 acre
area through a small ditch and a 30 inch culvert. Two subsequent rain
storms demonstrated that the culvert was inadequate to transmit the
~aolume of water and the discharge from the culvert quickly eroded
several feet dorm into an abandoned coal mine.
The proposed alignment diverts the water from the small 10 acre area
through the 30 inch culvert into the existing sediment pond. The volume
of water e~:pected from a 10 year event should be handled by the cul~~er*_.
The diversion alignment is proposed to be an open ditch of adequate
dimensions to transmit the volume of water also expected from a 10 year
event, and would be probably a vee ditch 12 feet wide and 6 feet deep.
This ditch is shown on the profile with approximately 1% grade and about
800 feet long. About 500 cu. yd, of cut and similar volume of fill
would be required. The existing culvert could be used for the 10 acre
water diversion. Both the ditch dimensions and the culvert capacity
should be approved by an engineer.
Other benefits of the proposal include diverting the water awa}~ from the
~bc~1'.oa~d coal nine which decreases the risk to Energy Fuels of
`lnxl'_ng~. nn- r:ec!inp~ rcri_-:inrel c:~arer *_c the N.agpie Creek diversion; net
d'sturbing oreviously reclaimed lane since the alignment crosses
unreclaimed areas; and not enterit:g Energy Fuels lease area.
tie believe that the proposed plan is not costly and that it greatl;~
increases the safety to Energy Fuels.
Sincerely,
~~
G.D. Corley,
President
