BOX 99 / COLSTR/P, MONTANA59323 / (408J 748-5100
October 17, 1996 F~~L~~V~~
Mr. Ken[ Gorham ACT ~ ~ ~96
Environmental Protection Specialist
Stale of Colorado
Division of Minerals and Geology Division of I+nmerai5 3 Ocoiogy
1313 Sherman Street Room 215
Denver, CO 80203
SUBJECT: Golden Eagle Reclamation, #C-81-013
Dear Kent:
Upon reciep[ of your letter dated October 7, 1996, I reviewed the Proposed post-mining
topography and reclamation cross sections of the proposed post-mining topography. I found two
errors. The first is on the Proposed post-mining topography plan. The contour 7150 should have
been drawn to intersect the cross section B-B' at approximately 2,500 feet. Moving the toe of
this slope out to this point would allow the final slope to closely approximate [he approved final
topography while being somewhat flatter that [he original contours (please reference the CF&I
Steel Corporation Proposed Surface Layout plan enclosed in my letter of October 8, 1996). A
revised post-mining topography is enclosed. The second error is the plotting of cross section B-
B'. The existing and proposed lines shown on the September 20 submittal are approximately 10
feet high between 2300 feet and 2400 feet. A revised Reclamation cross sections of the post-
mining topography is enclosed.
The explanation for modifying the topography at 1880 feet ott the B-B' cross section is to flatten
the outslope of the road embankment dozing the material downhill rather than filling i[ from
below. Upon completion of the slope reduction the road would be reestablished.
Regarding your questions on the re-application of topsoil Basin provides the following
infomration:
l . At the time of the September 20 submittal it appeared that Stroud Oil was interested in
obtainin, Pond 5. Since that time they have decided to not pursue this option. Basin plans to
utilize TS4 to reclaim Pond 5.
