M-80.244, <br />AMENDMENT NO. 6 STIPULATIONS <br />Dear Mr. Keffelew: <br />Mr. John Hardaway, Manager of Environment Affairs for the Pikes Peak Mining Company <br />(PPMC), has asked Golder Associates Inc. (Golder) to prepare a response to Item 17 of the <br />Permit No. M-80-244, Amendment No. 6 Stipulations. Specifically in response to your <br />concerns of the Carlton mill tailings. <br />Stipulation <br />The operator will provide the results of the long-term metals leaching and acid generation <br />tests before any of the material from the additional test area is loaded on the leach pad or <br />placed in the waste rock storage area. The Carlton tailings must be tested for cyanide, <br />metals leaching and acid generation prior to material disturbance. A report delineating test <br />results will be submitted to the O,QSce within ten working days of receipt ojthe results by the <br />operator. If the O,~ce determines that the generation and release of acid and/or metals has <br />the potential to violate applicable water quality standards for surface water or jeopardize the <br />existing or potential future uses of groundwater, the operator will propose to the O,/fice <br />measures that will protect the receiving waters from non-compliant releases. Such proposal <br />will be in the form of a permit modification and will be submitted to the Ojftce within 30 <br />days of notification. <br />Golder presented results of laboratory testing performed on the Carlton mill tailings in the <br />Report on Tailings Relocation Plan Cresson Project presented as Appendix 5 of Volume 4 <br />of the Amendment No. 6 Permit Application (Application). The following text presents a <br />summary of that discussion, <br />2.3.2 Geotechnical Characteristics <br />Previous investigations Golder (1993), Dames & Moore (1986), Woodward-Clyde (1990), <br />and Woodward-Clyde (1981)) were used to access the geotechnical chazacteristics of the <br />existing Carlton tails. <br />OFFICES IN AUSTRALIA, CANADA, GERMANY.
